1941년생으로 뉴저지주(州) 뉴어크에서 태어났다.
본명은 폴 프레더릭 사이먼(Paul Frederic Simon)이다.

1950년대부터 가수 아트 가펑클(Art Garfunkel)과 함께 공연 활동을 시작했고 톰 앤드 제리(Tom and Jerry)라는 이름으로 1957년에 첫 녹음을 했다.

그후 유럽에서 포크 가수로 공연하다가 1964년 가펑클과 다시 결합하여 '더 사운즈 오브 사일런스 The Sounds of Silence'를 발표하며 크게 히트했다.

1970년대 초 가펑클과 결별한 뒤 '스틸 크레이지 애프터 올 디즈 이어스 Still Crazy after All These Years'(1975) 등과 같은 여러 장의 앨범을 내놓았다.

1981년 가펑클과 재결합하여 뉴욕의 센트럴파크에서 공연을 가졌으며 실황앨범 '더 콘서트 인 센트럴 파크 The Concert in Central Park'를 내 히트했다.
